Saudi Arabia opens door to becoming one of the largest solar markets

The country announces targets and a concrete plan for massive development of solar and other renewable energy sources

Saudi Arabia has launched one of the world's most ambitious solar-energy programs today. At the Saudi Solar Energy Forum in Riyadh on May 8, officials from the responsible government entity King Abdullah City for Atomic and Renewable Energy (KA-CARE) announced long-term development goals as well as a policy framework. By 2032, the oil-rich country plans to generate almost a quarter of its electricity from solar energy, with 41 GW of solar power capacity. Next to the solar targets, plans to build wind, geothermal, waste-to-energy as well as nuclear plants were also announced. This massive program, worth tens of billions of dollars, would catapult Saudi Arabia into the group of global leaders in renewable-energy development.

KA-CARE declared its intention to turn Saudi Arabia into "the Kingdom of Sustainable Energy". The main objectives of the program are a reduction in oil burned for power production as well as the establishment of a local solar industry and the creation of jobs.

Representatives from KA-CARE not only announced long-term targets, but also a detailed roadmap for the development of the solar market in Saudi Arabia starting immediately. The pillars of the program are at least two competitive bidding rounds for around 5 GW of utility-scale solar projects in total, with the first tenders being prepared currently and to be released in early 2013. The tender rounds will be followed by a feed-in-tariff scheme such as Germany's successful program.

On February 23, German Economy Minister Rösler and Environment Minister Röttgen announced the most drastic cuts to the German solar feed-in-tariff (FIT) to date, drawing fiery dissent from the solar industry and opposition parties. The announcement came only shortly after the latest scheduled cut to the solar FIT of 15% came into force in January. Although this action by the German authorities was anticipated, its severity was not, and stocks of solar companies around the globe plummeted as a result.

Renewable energy technologies are expected to play an increasingly important role in Turkey's future energy mix. The Turkish government has recently laid the regulatory foundations for renewable market development; building on these foundations, many renewable energy companies and investors will find attractive business opportunities in hydro, wind, solar and geothermal projects.

Turkey's rapid economic growth over the past years has created a strong demand for new power generation capacity. The country will need nearly 50 GW of additional and replacement capacity between now and 2020. To lessen its strong dependence on energy imports, primarily natural gas, the government aims to diversify Turkey’s power mix with an increased use of domestic, renewable energy resources.

The Kingdom of Saudi Arabia has passed another milestone on its way to making solar energy a major pillar of domestic power supply and to kick-start a market for solar energy potentially worth billions of dollars.

At the Third Saudi Solar Energy Forum, hosted by the government’s renewable-energy policy maker King Abdullah City for Atomic and Renewable Energy (KA-CARE) in Riyadh on April 3, 2011, KA-CARE’s Vice President for Renewable Energy HE Dr. Khalid Al-Sulaiman presented the cornerstones and a clear roadmap for the development of renewable and nuclear energy in the country.

A key goal of the policy framework will be to push private-sector investments for the establishment of solar power plants. To make these investments economically attractive, the government will provide incentives, off-take schemes for power and funding mechanisms.

Das Königreich Saudi-Arabien ist vor allem bekannt als der weltgrößte Lieferant von Rohöl. Dieses einseitige Bild könnte bald eine neue Facette bekommen: Saudi-Arabien als Solarstromproduzent im Gigawatt Bereich und wichtigster Produktionsstandort für Solartechnologie in der MENA Region.

Am 10. Oktober veranstaltete Saudi-Arabiens größtes Ölunternehmen Saudi Aramco an seinem Stammsitz in Dhahran das “Saudi Solar Energy Forum“, an dem knapp 300 Vertreter führender saudischer Unternehmen, Forschungseinrichtungen und staatlicher Organisationen sowie Solarfirmen aus Europa, den USA und Asien teilnahmen. Apricum unterstützte Saudi Aramco bei der Konzeption und Gestaltung der Agenda. Im Mittelpunkt stand der Ideen- und Erfahrungsaustausch zur Entwicklung einer Solarindustrie in Saudi-Arabien. Die Teilnehmer diskutierten, welche aktuellen Fortschritte gemacht wurden,  welche Hindernisse es zu bewältigen gilt, welche Strategien verfolgt werden sollten und welche Pläne es gibt. Viele der Teilnehmer äußerten ein reges Interesse daran, bald ins Solargeschäft einzusteigen bzw. ihre derzeitigen Aktivitäten in diesem Bereich zu intensivieren.

Mai trafen sich erstmals die einflussreichsten Solarakteure Saudi-Arabiens aus Politik, Wirtschaft und Wissenschaft, um sich über laufende Projekte auszutauschen und konkrete Maßnahmen abzustimmen. So wurde unter anderem beschlossen, eine Solar-Taskforce zu etablieren, die als landesweite Kommunikationsplattform und Interessenvertretung der Solarindustrie fungieren soll.
